Mr. Speaker, Sir, allow me to say something about the elections. It is as if we had timelines. The returning officer was the Director of Committee Services who presided over the elections. They were conducted democratically. However, to the amazement of most of us, those who participated in the elections were belittled by the exercise that seems to be in futility. It should not have been the case. Whoever voted in that election has been belittled because he or she voted in futility. Mr. Speaker, Sir, that question by the Senator for Meru is a question which might attract very many counties in this country. It is better for the Cabinet Secretary (CS) to be summoned here to come and tell us what is happening with the roads. Not many roads have been tarmacked under the Low Volume Seal Roads Programme in all counties.

Mr. Deputy Speaker, Sir, thank you, for giving me an opportunity to contribute to this very important Petition. It has come at the right time after we have witnessed what the governors are doing and studied the laws affecting the governors vis-a-vis Senators. It is evident from experience that governors spend money yet there is nobody to oversight them. When they misuse funds and the case is eventually brought to the Senate, and it recommends that they be impeached, none of them has been impeached after all this process.
