  • 9 Jul 2015 in Senate: Madam Temporary Speaker, thank you for allowing me to contribute in support of this Motion, regarding HIV/AIDS in the country. However, we talk, but we do not implement. I hope that my friend, the Senator from Samburu County, will follow it up to make sure that the discussion which is done in this august House is carried on to be legislation in form of a Bill.   • 8 Jul 2015 in Senate: Mr. Speaker, Sir, road construction works in Kenya leaves a lot to be desired. This issue does not affect this road only. Many roads in Kenya have been done to substandard level. Potholes develop even before the roads are completed. Worse still, even after completion, the contractors leave the roads unmarked, leading to more accidents. Could the Chairman of the Committee ensure that in future, roads are constructed to the required standards? Could she undertake that the companies that construct such roads will guarantee to undertake the repair works themselves for a certain number of years? view

This Bill is very significant to this House in the sense that we provide the oversight to the counties. We should do it in totality and not partially. We should do it wholly. When we do such a Bill, we guarantee the workers in the county governments that they are going to benefit after very hard work for introducing devolution in Kenya and this will be a House that will be remembered for life.   • 7 Jul 2015 in Senate: Mr. Speaker, Sir, I also join my colleague, Senators, to appreciate the good work done by Sen. (Dr.) Khalwale. I have been imploring him that the books of accounts of those counties which have not been audited be fast-tracked so that we know their fate. I did not hear him mention Kirinyaga County. If it has not been tabled, I would like to know when it will be captured and what reasons led it not to being included in those ones tabled. view
  • 7 Jul 2015 in Senate: Mr. Speaker, Sir, the Cabinet Secretary, Ministry of Education and the Vice Chancellor of the affected university are still working on the Statement from Sen. Madzayo, whom I have already talked to. We have continued to receive Statements and I thought this was one of them. We are still waiting for the Statement but we have agreed with the Senator that we wait until the Cabinet Secretary comes to the Senate, a ruling which was made last week by our then Speaker. We need to think about security because that is what is even causing students to leave schools and abandon learning totally. Is the Ministry considering the plight of students especially when there is a spate of violence taking place in such circumstances? Is the Chairperson aware that about 14 people were killed selectively in Mandera? We need to find out what causes this state of insecurity in the country. view
