Is the Assistant Minister aware that the contractors who have been awarded contracts in Western Province have so much on their hands that they are unable to do those contracts? Mr. Speaker, Sir, could he consider off-loading some of the tenders awarded to those contractors to other people?

Thank you, Mr. Chairman, Sir. I will comply. The Minister removed duty of Completely Knocked Down (CKDs) kits on bicycles. That is very commendable because it affected the ordinary citizen. We hope that it will make a change. I would only ask him to extend the CKDs to motorcycles, as it is now a business. I want to support my colleague who said that if you improve it from the bicycles and go on to the motorcycles in their boda boda business, it may make a change in their lives and increase their income in that business. Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to this Motion. Most hon. Members who spoke before me congratulated the Minister for what they termed a well-thought-out Budget Speech. So, I would like to join them in saying that as far as that exercise is concerned he has done it very well. Perhaps, we can only ask him to make sure that the Budget is fully implemented. Our problem is always in the implementation of our Budgets. More often than not, we have had Finance Ministers eloquently presenting their Budgets, but the implementation part of it ...

Mr. Speaker, Sir, I know that he was in the insurance industry for a very long time. He is only pretending that he does not know this fact. But I know that he knows it, because he was the Managing Director of the Kenya Reinsurance Corporation. There is no way he can fail to know this when he was the Managing Director of the Kenya Reinsurance Corporation!
