I wanted to clarify that once we pass that law and say that we could allow manual voting in the country, in my opinion, we passed a bad law and we are just about to pass another one, if this House agrees, the Privatisation (Amendment) Bill. Through the law on elections we allowed theft of votes. In conclusion, this law is not good because it removes the role of Parliament and leaves the matter of privatisation purely on the Executive. Most of the offences and issues mentioned in this Bill are in the original Act; the Sexual Offences Act and the Penal Code. It is well balanced. Political parties have been consulted. When it comes to prioritising business, we need to look at the constitutional issues pending, if any, and any other important Bills which are a priority by requirement of law so that we may be able to serve the nation in the remaining period.   • 17 Jan 2017 in National Assembly: Precisely. Thank you, Hon. Speaker for giving me an opportunity to contribute to this important debate. The Committee did a very good job. I want to also commend the Selection Panel which identified these wonderful Kenyans. The Chairman is an experienced advocate of the High Court of Kenya and the IEBC has many laws to be interpreted and I believe he has the capability to do that correctly.
