  • 17 Jan 2017 in National Assembly: Precisely. Thank you, Hon. Speaker for giving me an opportunity to contribute to this important debate. The Committee did a very good job. I want to also commend the Selection Panel which identified these wonderful Kenyans. The Chairman is an experienced advocate of the High Court of Kenya and the IEBC has many laws to be interpreted and I believe he has the capability to do that correctly. The only worry is the fact that there is only one lawyer out of seven. There is a tribunal which sits to deal with matters of elections and in the past, it ... view
  • 17 Jan 2017 in National Assembly: Hon. Speaker, I support the whole team and wish other Members of Parliament would do that so that the appointments can be done as quickly as possible. I thank you, Hon. Speaker. view

  • 1 Dec 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I stand to support the ratification of this very important Motion. This will form part of the international law, in the international regime and it is part of the protection of the environment in which we reside. Kenya is part of the global village. What happens in Kenya affects other countries in terms of the environment. What happens to our neighbours in terms of the environment also affects Kenya. Research has shown that the globe is warming. Further research has shown that though the globe initially looked like a round ball, it is twisting because ... view
  • 1 Dec 2016 in National Assembly: While we employ technology, we have to look at safety to make sure that while we want to improve the global situation, condition and climate, we at the same time should not injure and cause loss of lives because of some of the developments. I want to support this ratification. It is a very important international law and instrument. There is a great concern. But most importantly is the attitude Kenyans adopt so that we can save trees. We should not just harvest trees carelessly. We need to control charcoal burning which is destroying natural vegetation. Some of these trees ... view
  • 30 Nov 2016 in National Assembly: Hon. Deputy Speaker, the Report was ready as of yesterday and most members of the Committee have signed it. It is supposed to be tabled today as you ordered. You ordered the Committee to table the Report on Wednesday. It will be tabled today most probably at 2.30 p.m. view
  • 30 Nov 2016 in National Assembly: Thank you, Hon. Speaker. I would like to comment on the petition by Hon. Jude Njomo. This problem does not just touch on Kiambu County but other areas including Mavoko, Ongata Rongai and Kajiado. The Committee should consider all the regions that are affected by this problem so that the matter is not brought back to Parliament. There is a prayer for any other orders. These other regions could be covered under that request. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 30 Nov 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support this very important Bill. From the outset, I want to say that the Refugees Bill in Kenya is very important. This is timely. I want to congratulate Hon. Neto for doing so. This Bill also falls within the international law because refugees are handled all over the world. Once in a while, and from one region to another there has arisen a situation of war. People have moved from one country to another. Right now, there are very many asylum seekers and refugees in Europe as a result of the Middle ... view
  • 30 Nov 2016 in National Assembly: the law. We have been handling refugees using international laws. International relationships are reciprocal and countries reciprocate based on how you treat them. It is good to have our own law which conforms to international law and the African Union (AU) and the United Nations (UN) agreements. Clause 59 makes it an offence if a refugee disobeys the laws of the host country. Our own Constitution protects everybody, including refugees in the country. The moment a refugee is in Kenya, our laws apply and so the refugee’s rights are protected by our Constitution. For that reason, I support this Bill. ... view
  • 29 Nov 2016 in National Assembly: Yes. Thank you, Hon. Speaker. I would like to support this Petition by saying that Yatta Constituency borders Murang’a County. It is true that there has been an issue with land allocation. There is always presumption of ownership if somebody has settled on a piece of land for over 12 years. In this case, it is 30 years. There must be a way that person is associated with that land and, most importantly, ownership conferred to that person. Due to the fact that the area is inhabited by a mixture of different ethnic groups, it is good that the The ... view
