Munuve in relation to Cosmas Mutunga whose death was a shock to the country considering that the KNH is supposed to be a very safe place for patients. It would be very safe if the hospital is fitted with Closed-Circuit Television (CCTV) cameras especially on the pass ways so that patients will be monitored and those with ill motives are detected. Irungu Kang’ata, there are very many university matters which are coming to the Departmental Committee on Education, Research and Technology.   • 10 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I would like to support this very important amendment. It deals with what we currently call NGOs. This Act calls them PBOs, which was done in 2013. It is three years ago, but it has now come into force simply because the Act says “And shall come into operation on such date as Cabinet Secretary (CS) may, by notice in Gazette, appoint”. A lot has been happening in the counties when it comes to hiring. Definitely, there needs to be a law, which will guide on how counties will engage. In fact, there have been questions as to whether counties should hire employees on contract or on five-year term. One of the ways of making it successful is making sure that the laws are good and constitutional. There have been issues as to whether county assembly committees should have similar powers as the National Assembly Committees.
