  • 26 Jul 2016 in National Assembly: Thank you, Hon. Speaker, for giving an opportunity to comment on this very important Petition. It is true that we are not just talking about the girl guides but also scouts. It is good that as the Committee looks at the pieces of legislation, it also looks at the other side of the legislation because I believe that we need to. I believe the scouts’ movement generally and the Girl Guides Association are very good for young people. In fact, it instils discipline and most probably that is what we need currently in the country because we have many situations ... view
  • 6 Jul 2016 in National Assembly: Thank you, Hon. Speaker. I am a member of the Departmental Committee on Agriculture, Livestock and Co-operatives. This matter of subsidised and poor quality fertiliser has been brought to us before in the last two years. We dealt with it and it has recurred. Although agriculture is devolved under the Constitution 2010, the NCPB continues to deal with fertiliser, through a clause on food security. It is a national issue which should be done by the national Government. There is a new law. Although quality is dealt with by a totally different body, the Kenya Bureau of Standards (KBS), it ... view

  • 6 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Motion by Hon. (Ms.) Rose Nyamunga. This is an important Motion. I am a Member of the Departmental Committee on Agriculture, Livestock and Cooperatives where the Fisherie view
  • 5 Jul 2016 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me an opportunity to support this very important Motion. I disagree with Hon. Waiganjo on several issues. The main spirit of the Constitution is to build a united Kenya. Consensus has been built by the leadership of Parliament and by that of the country, so that by the time we got this Motion, it had been negotiated through intermediaries who wish Kenya well. The election issue is very emotive. Free and fair elections are key. That is one of the mandates under (c) which states that:- The electronic version of the Official Hansard ... view
  • 5 Jul 2016 in National Assembly: “Recommend legal, policy and institutional reforms to strengthen the IEBC and improve the electoral system and processes so as to ensure that the August, 2017 elections are free and fair and are administered in an impartial, efficient, simple, accurate, verifiable, secure, accountable and transparent manner.” That is the thrust of this and it is fair for both coalitions, so that everybody feels happy. The main idea of the two coalitions or the two sides of the House in the Constitution is so that everybody is carried on board. It is so that there are no serious divisions as there used ... view
  • 5 Jul 2016 in National Assembly: have said they are willing to resign. Probably, they will be given other jobs. Some of them have been ambassadors. Maybe, they will get similar postings. If we are through with this Report and there is a proposal that a tribunal be set to investigate the few who will be left, somebody will probably quit their job without any payment. As honourable as what we are doing is, members of the IEBC need to do their soul-searching. Those who think they are guilty in any way should not be selfish. They should honourably resign. This country will honour them forever ... view
  • 29 Jun 2016 in National Assembly: Thank you, Hon. Speaker. I rise to oppose this Motion. It is for the very serious reasons that the face of Kenya is not reflected. If you calculate from the total number, you will realise that there should have been an increase of a certain gender. view

  • 29 Jun 2016 in National Assembly: Thank you, Hon. Speaker. Privatisation is expensive to the country. At times, the Commission is likely to be misadvised so that some of the organisations or corporations to be privatised do not really deserve to be privatised. This is a very serious Commission where we need serious people. I have heard lawyers being mentioned there, which is good because there are many legal issues to be dealt with. You have talked about bankers. You need people in the financial sector. At the same time, the face of Kenya is also very important now that we are talking about cohesion. We ... view
