One of the best implementation of the budget has been through the NGCDF because of the system used. In Kenya, we have the Kenya Plant Health Inspectorate Service (KEPHIS) as a key stakeholder. They are the ones who will implement the Protocol. This Protocol is overdue and other countries have already assented to it. It was assented to by the five Heads of State of EAC partner states in their Summit in 2012. They have received a lot of support from other international organisations which have been sponsoring seminars for Members of Parliament and members of the public, so that we can make sure that whatever is coming and leaving this country is safe for human consumption and trade. This Petition is great because without a ministry in charge of youth affairs in the country, with a Principal Secretary and a Cabinet Secretary, there is every likelihood to cause concern as it has been done.   • 21 Jun 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I would like to support the Petitioner. Before the new Constitution, these courts used to exist. They used to exist under the old law. For example, there is a court at City Hall. Ordinarily, it would be a normal magistrate’s court which would entertain city council or municipal matters. After that, it would go back to normal business. Because the structure exists, the normal court system could have magistrates’ courts so that county matters can be handled in a legal way. Shitanda introduced several important things in the country. One of them was housing for civil servants. Though the programme had been started before he came in, he boosted it.
