  • 25 Feb 2021 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me an opportunity to speak to this Amendment Bill of 2019 by Hon. King’ara. He has made proposals to amend the Lands Act, 2012. What I understand from what he is proposing is that when you have a big piece of land and you want to surrender it for development like building a new city like Konza City, then it means that part of the installations to be built will include public utilities such as schools, hospitals and playgrounds. What happens in such a case is that you will find that new titles ... view
  • 25 Feb 2021 in National Assembly: I am one of the members of the Committee on Delegated Legislation. Even before we formed the counties, there were city councils. There were some regulations which would help the city councils run, through the Ministry, which used to manage them before. Now with the county governments and an assembly which is a replica of the National Assembly, regulations have previously been made without a law in place and are in operation. For example, there are laws dealing with markets, collection of fees and traffic regulations. If you go to Mombasa County, you will see that there are traffic officers ... view
  • 25 Feb 2021 in National Assembly: to be a nursery school so that children do not travel far to school, you will find that the land is no longer available although initially it was allocated for that purpose. That is why the Physical Planning Act is coming in and the Registrar of Lands are strongly being given mandate, and they “shall”, meaning that it is mandatory for the Registrar of Lands to act as quickly as the National Land Commission does all the necessary requirements for that land to be allocated. So long as the Registrar of Lands has not issued a title deed, then the ... view
  • 18 Feb 2021 in National Assembly: Thank you, Hon. Speaker, for giving me an opportunity to contribute to this important matter. It is clear that this Bill is fulfilling the dream of the Constitution of Kenya, 2010. Previously, there were library services, but there were questions on why they are not distributed all over the country, especially now that we have a new Constitution. This Bill is important. We will have a fair distribution of this important resource all over the country. It is good to note that due to modern developments in communication, a lot of libraries are online. We also have virtual libraries. A ... view

  • 18 Feb 2021 in National Assembly: without going to a school for training. It will be useful if as a country we promote a reading culture. It will keep a lot of people away from mischief. Therefore, this is an important step the country has taken to make sure there is a library in every part of the country and a law that will direct and guide how we will establish the Kenya National Library Service which has been existing in an old law. That law will be repealed in complying with the new Constitution. We will synchronise other laws that are incidental to this law. ... view

  • 11 Feb 2021 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to support this very important law. I want to agree with you that a referendum can be of many forms. In the proposed Clause 7, there are other forms of referenda other than the amendment of the Constitution. This is also a very important law bearing in mind that it is referring a lot to the Election Act such that whatever is not covered here is under that election law. While the Chair was moving, he talked about petitions or questions to be raised. These particular petitions originate from the High ... view
