  • 30 Jul 2020 in National Assembly: Finally, we must make sure that there is no fault in dams which are being constructed and especially, these mega ones where billions of shillings have been spent. This is because once they crack or there is a mistake such that the water washes people downstream, we have no mechanism other than to sue some people or prosecute them. We have to make sure that proper science and engineering is used to ensure that these dams do not break down. view

The suppliers of many schools rely on the recurrent expenduture of those schools which is mostly collected from school fees and we are all aware that school fees is no longer being collected untill schools open again. I want to agree with the Hon. Member that a solution should be found so that the livelihood of these particular suppliers is not destroyed.   • 2 Jul 2020 in National Assembly: Refugees are a worldwide crisis and the earliest this was spotted was 3,000 or 4,000 years ago, when in the Mosaic Law we are able to see cities of refuge. Funny enough, the Mosaic Law, other than in very unlikely situation has not been contradicted by much legislation in the world. If you look at the Mosaic Law, one of the requirements was to take care of the refugees, the homeless, the less fortunate and those without food. It was really a serious requirement. Procurement and disposal of public property is a very major thing in the country. All the budget that we approve ends up in the national Government and the counties. At one point or another, there has to be procurement of all the Government is buying at the national and county levels.
