  • 30 Jun 2020 in National Assembly: They have not been paid over a long time. Knowing that many Kenyans who go through these processes have to borrow money from banks based on the documents they are given by these public institutions, they eventually do not make profits at all when you delay their payments. These are the jobs some of them are involved in. The law now allows people with disabilities and also young people to participate in these processes and benefit as bona fide Kenyans. One of the issues which has come out very well in these Regulations and is important is punishment. The fine ... view
  • 30 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute on this very important Bill. It begins with the premise that when you obey your parents, you will live long in this world. That is the premise and the best there could have been. As people age they suffer from ailments. A lot of them who do not have children or may have lost their children as they live for long, find that they have no children to The electronic version of the Official Hansard Report is for information purposesonly. • 30 Jun 2020 in National Assembly: take care of them. We only live for that reason so that we may do that duty of taking care of the elderly and our parents. This is a very important law. If you look at what is happening in other countries, COVID-19 mostly affected the nursing homes in many parts of the world where the older people were caught by surprise. Out of the more than10 million infections, statistics show that out of half a million or so deaths, were of the elderly than of younger people. There was one case we had in America where an elderly person ... view
  • 9 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this very important matter. I am in the Departmental Committee on Trade, Industry and Co-operatives. I am sure at some point my able Chair Hon. Kanini Kega will lay a basis. While this Motion was being moved, it was clear that due to the Covid-19 challenge, one of the most important things happening all over the world, is how to jumpstart the economy post-Covid-19. view
  • 9 Jun 2020 in National Assembly: From the reports we are getting from the World Health Organization (WHO) and the Ministry of Health, it is clear that unless we do a few things in a certain manner, then Covid-19 could be with us for some years. The earliest a vaccine could be found is in a year or so. Therefore, we have to plan early on how we will cushion the economy and what institutions should be supported. Under the Ministry of Trade, Industry and Co-operatives, it is clear that we have departments which could be used to jumpstart the economy for example, Kenya Industrial Research ... view
  • 9 Jun 2020 in National Assembly: Also, we have Kenya Industrial Estates (KIE), an institution that promotes businesses. Looking at the way the allocations have been done, it is clear that some of those very important institutions, among others, since there are a number of them under that department, have not received sufficient funds. Therefore, when we get to the Supplementary Budget, it will be very important for us to plan on how to jumpstart the economy because it has really suffered. • 9 Jun 2020 in National Assembly: When it comes to public participation, the Committee visited Makueni County and identified a very important project of fruit processing in an area called Kalamba. There is a proposed road which has not been tarmacked since independence called the Emali-Ukia Road. When the Committee visited, the residents there said that, that road is very important and must be tarmacked. I am also aware that the Government is very desirous to complete ongoing projects before beginning new ones. Since the planning and design of the road has been executed, it should be funded. We have engaged the Executive and the National ... view

  • 4 Jun 2020 in National Assembly: Hon. Temporary Deputy Speaker, advertising happens all over the world and it is good to have a structured method under law, to monitor this. In fact, Hon. (Ms.) Esther Passaris is an expert in outdoor advertising. I believe when debate on this Bill resumes during the next sitting, she will be very useful as a person who has personal touch and experience with outdoor advertising. Hon. Temporary Deputy Speaker, other than outdoor advertising, advertising has shifted to social media. Advertising is now more electronic than outdoor. Electronic advertising receives more accolades and support from many people who can now access ... view
