Thank you, Hon. Temporary Deputy Chairman. I would like to support the Chair of the Committee and say that public participation is very key. It is constitutional and a lot of times we insist and stress on public participation so that every party feels that they have been taken care of. Most important, this is a private negotiation. I support.

I strongly oppose. As much as it is important to provide incentives and motivate these people to bring information, increasing the amount from Kshs2 million to Kshs5 million is not good. Where are we providing for that Kshs5 million as we speak? A sum of Kshs2 million is sufficient. I strongly oppose.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. One of the biggest problems in the country is the sanitiser. The Government has to ensure that there are sanitisers in all public buildings and places. One alternative that is being used is the surgical spirit. We should have a method of ensuring that whatever product that is given to the people is up to standard and will deal with the situation. Six years ago, I went to Makindu Court. Unfortunately, it had been burnt down by some unknown people at night. The magistrate who was in charge and was conducting the session had a lot of frustrations. He asked me as the new Member of Parliament whether I could pass information on the situation. It did not take long. In one of the courts then, a black snake fell on the desk of the magistrate and that court was in disarray. I visited Kitui a few days ago and there are also very big improvements. Those are the counties I have been to. I have been to Mombasa, Kisumu and many other places. There has been a very big improvement in the last 10 years or so when it comes to the court infrastructure. While they consult and whereas it is perfectly in order for them to do so, I have seen there is also a further amendment by a Member of this House, Hon. Wangare, on the same. Can it be dealt with? However, if the consultations would go on further, then, probably, you could rule, as the Chair, that we proceed to another Order. We can suspend this particular one, so that they can prepare themselves adequately.
