There is an acting CEO. The board has been operating with the bare minimum of Principal Secretaries of the respective ministries who are nominated. That has delayed a lot of management issues. I believe the ministry in charge of planning and also the National Treasury are now working with a substantive CEO. The issue of the CEO has come out very many times in this House. Emergency funding, money on sports and environment is quite minimal, but in any occasions, we have emergencies happening in the constituencies. I believe it should be configured in a way that when there is an emergency like a school roof is blown off or there is flooding in a constituency, the team on the ground and the PMCs should move faster and mitigate the emergency as soon as possible. I want to support the amendment. Kenya does not work in isolation. We are in an international system and the use of drugs has to be standardised all over the world. The “good manufacturing practice” quoted is already catered for by the Kenya Bureau of Standards and other systems in Kenya, which support it.

The NG-CDF, as has been said by other Members of Parliament, is the most effective way of developing grassroots in this country. When it comes to sports we have a small percentage of monies allocated to it from the NG-CDF. In our case, we have only managed to do a sports equipment. I am sure it is different depending on the activity undertaken in different constituencies and regions in the country. It becomes clear that sports can be very useful and a form of employment.
