  • 27 Feb 2019 in National Assembly: If we are going to do sports academies in every constituency then the best way is to work through the NG-CDF. We have NG-CDF projects allocated money to do sports academies depending on the region in the country. If we do that we will tap talent and support people to participate in Olympics and make a living out of sports. So, looking at the future we should increase the amount of monies to support sporting activities. We will need sufficient budget to buy sports equipment for schools. If you look at the structure of the NG- CDF administration as it is now, from the board we have the CEO who has acted for long. This House has pronounced itself severally that he be confirmed and the committees concerned have pronounced themselves on this. I think it is high time we had the board fully constituted. Even regional managers can be hired to deal with specific regions as we also make sure that we have full time fund managers in every constituency in the Republic. view

It is critical to note that currently, the NLC is not fully constituted as it has no commissioners. It is inconceivable that under the current Constitution, there is no other body which can do the work of the NLC because it is done by that body. I was one of the sports managers in the country in 2008 and led a team to the Olympics. I was also part of the drafters of the Sports Act which was finally enacted in 2013. Many people visit the country to experience sporting activities and see where those sportspeople train and do research to find out whether there is something special with the Kenyan athletes. We annulled some of them in the Committee on Delegated Legislation. I want to agree with the Chairman, Hon. Munyaka, who has led by example. This House does very well in sports regionally. If all the 290 constituencies have sports academies which are well funded, how many Kenyans would make a career out of sports? This can reduce the joblessness in this country in a very big way. The NG-CDF should team up with this new kitty with the Ministry of Sports and Heritage. Members sponsor leagues from their pockets many times because the kitty which we have is not sufficient. We want to tie this Bill with the other laws like the Public Finance Management (PFM) Act, so that it is within the control of the National Treasury. The Principal Secretary in charge of Sports will be squarely responsible for the monies they would get and can account for them.
