  • 3 Oct 2018 in National Assembly: Thank you, Hon. Speaker, for giving me an opportunity to also congratulate Serah Kioko. This is an encouragement to other members of staff employed by the PSC. They are very professional and work very hard to ensure Reports are brought in good time. So, her promotion should be an encouragement to other members of staff to work hard. I believe she is destined for higher places. view

  • 3 Oct 2018 in National Assembly: Thank you, Hon. Deputy Speaker for giving me an opportunity to contribute to this very important constitutional matter which also came in the last Parliament and had a lot of support back then because it was very important. One of the issues raised in the memorandum is the budgetary cycle. Initially, there were challenges, but I believe we are now able to make our budgets and get concurrence on dates for presentation within East Africa, Kenya being a Member of the East African Community (EAC). Secondly, on the matter of whether to interfere with school holidays in August or December, ... view
  • 3 Oct 2018 in National Assembly: The other reason given in the memorandum is the issue of whether this matter, constitutionally can now be handled by Parliament although Article 101 of the Constitution talks of the fifth year. view

  • 3 Oct 2018 in National Assembly: Thank you, Hon. Deputy Speaker. The interpretation that this expands the term of the President or the President’s days or years in office is plausible. The truth of the matter is that Parliament is a House of debate. This matter has already been approved for debate. We are debating it and eventually a vote will be taken by this House and in that particular vote, the date will either be changed or fail to be changed. However, fundamentally, Kenya is looking at a lot of other issues in the Constitution. Most probably, it could be good if as a House ... view
  • 2 Oct 2018 in National Assembly: Thank you, Hon. Speaker. I really want to agree with you that matters of health are very serious and that all of us, at one point or another, deal with health issues. This comes under the background of the new Constitution which has provisions dealing with health. Following the Constitution, there was a major amendment of the health law and we ended up with the law of 2017 which still turned out not to be sufficient. Owing to devolution, now health infrastructure and medication is being done at the counties. There is still a role for the national Government especially ... view
  • 2 Oct 2018 in National Assembly: of some of these young people who were found in chemists. Eventually, Parliament had to handle the matter and find a way of synchronising the system so that the colleges which had been in practice were recognised. This is part of the reason we have come up with this Bill. There is the Public Health Act and the role of the Director of Medical Services. Is it administrative? To what extent does that particular office affect the workings of the health sector in the country? How does the office, under the new Constitution, tie to the counties? How do you ... view
  • 30 Aug 2018 in National Assembly: Thank you, Hon. Deputy Speaker for giving me an opportunity to support Hon. Mwashako. Taita Taveta County boarders Makueni. Although Makueni was not factored in this, the case made by Taita Taveta is on equity. Everyone knows that Taita Taveta is a semi-arid area and it is almost equal to other semi-arid areas, which are already benefitting. It is only fair that it be included in the Equalisation Fund so that the people who have suffered for many years can be equalised with the rest. Furthermore, this Fund has not yet been implemented. So, there is nothing wrong with relooking ... view
