Thank you, Hon. Deputy Speaker. I second this Motion. As my very able teacher has told the House, when you make this sort of thing, you must follow the law. The problem is that if you introduce an apportionment of funds to the Tourism Promotion Fund, it will be contrary and inconsistent with the provisions of Section 3(3) of the Air Passengers Service Charge Act, which is the enabling provision. Thank you, Hon. Temporary Deputy Speaker. With regard to this particular regulation, there was an Act which was repealed. The regulations in the repealed Act continued to be used elsewhere. These tax agents came and protested here in Parliament that they were not heard by the relevant authorities. There was no public participation. The moment an Act of Parliament is nullified, it is nullified together with the regulations. There is a need for new regulations to be made in this peculiar matter so that the process can begin afresh under the new Act.

Thank you, Hon. Temporary Deputy Speaker. I want to agree with what Hon. Members have said. However, I want to tell the Chair in charge of this committee that already, those regulations are in use. If you deposit Kshs1,000,000 today, you must explain where you got it from. You will find this written in some of the banks. It is not yet harmonised. When a practise is already going on, the work of Delegated Legislation Committee in which I am a member, is to summon those people here and tell them to bring it formally.
