and industrialisation in this country. This will ensure that young people no longer go outside the country to look for jobs, manufacture there or use their technology in other parts of the world. They will invest, manufacture, run their businesses, create employment and employ other young people at home which has not been happening. I have been observing the situation in the country and the policies we market as politicians. It is very important to invest in research and technology. If young people will not be given an opportunity after every election to decide, they should be supported to go ...

Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute on this very important Bill. I have seen that Makueni County has been allocated close to Kshs500 million. So far, every county in Kenya has received an average of up to Kshs80 billion and most of it cannot be accounted for. I am aware there have been projects run by World Bank’s conditional grants. are by the European Union and many other organisations. The Action-Aid has done a milk plant in a place called Kanthonzweni for Kshs84 million. It was my initiative that eventually went to the county government. It is not only this, but many projects have been done there even by NGOs and foundations. If it is a water project, it is eventually given to the management of the county and it will eventually be run down. There is something terribly wrong with counties in Kenya. There is a lot of wastage, lack of consultation and no proper public participation. In many ...

the work by itself. It followed up the procurements and things like that, but, is every organisation able to do so? It is the World Bank that is also doing the high courts. You can see the job has been done very well. But when it comes to money that has been given to a county government, automatically, the county assembly must oversee. But look, it is not the county assembly giving the money this time round. It is the National Assembly. That is why this Bill has been brought here. So, do we have the mandate to go and ...

The collapse of United Insurance, among many insurance companies, has led to it being managed by a statutory manager. In many cases, the statutory managers mismanage them into liquidation. In the case of United Insurance Company, it is clear, going by its assets that it was very liquid and in the first place should never have been placed under a statutory manager. The decision was erroneous. I urge the Committee to move very fast and urgently owing to the fact that we are nearing elections so that the company which owes a lot people, including myself, can stabilise and pay ...

Thank you, Hon. Speaker for giving me an opportunity to comment. Issues to do with the GMO have been very controversial in the last three Parliaments and the matter is yet to be settled. In fact, other than the BT cotton, no other genetically modified material has been used. The electronic version of the Official Hansard Report is for information purposesonly. On the land issue, there are reports that exist. There is the concept of adverse possession whereby if somebody has been living on a piece of land uninterrupted for over seven years, they automatically acquire some rights. Therefore, those people have lived there for over 150 years meaning therefore that it is their land. This is a matter that can be settled by the National Land Commission (NLC) assisted by the Committee, so that the rightful owners of the land occupy it, especially where the history is clear. On the matter of co-operatives and the feeding, serious research has to ...

Thank you, Hon. Temporary Deputy Speaker. First, I want to thank the Chairman, Hon. Pkosing, for a job-well done, assisted by Hon. Mose, who is an advocate. This matter involves a little bit of law and the Committee has done very well. In 2008, just like the Member for Kwanza, Hon. Pkosing was a Chief Executive Officer of a very important parastatal in this country. No wonder he is able to handle matters very well on the Floor of the House. Post-COVID-19, this is a big move to revive the economies of the countries involved. Personally, I am very close ...
