This will increase the movement of people, goods and services. I believe with this development, Kenya will do better. Kenya is a bigger economy although it is now facing a lot of competition from Uganda and Rwanda airlines. In fact, Rwanda Airlines has grown, but it is still working with Kenya Airways. Sicily Kariuki, the Principal Secretary, Mr. Irungu, together with all the engineers in the Ministry and the many stakeholders who have worked on this matter. We should focus on water harvesting in the country, so that it becomes a major thing. The current challenge is the distribution of water. One time, I constructed a borehole sponsored by the breweries in Makueni, which happened to have a lot of water and has supplied water to my village within a circumference of 10 kilometres. As it has been said by the Mover and from the Report, the Constitution has to be followed wherever any regulations are to be made in this country. Secondly, the law under that particular regime and the regulations there under must also be followed. Although under the law, the petitioner cannot now sue the Government because of time lapse, he has every right to come to this House for assistance. Nominations and election violence are very destructive affairs and occur due to competition. In this case they are the ones who lost and still suffered damage. That tells you how painful it is. So, we can come up with a better way of dealing with nominations competition in political parties. You know in many occasions once the nominations are over, the election is over. Many times, you are given a certificate, you take it to the Independent Electoral and Boundaries Commission (IEBC) and you are told it is not the correct one. The Ministry has given guidelines that in primary and secondary schools, students engage in democratic processes. However, when they get to university, they find that the system is different. It does not conform to the current law. What happens in any process must conform to the Constitution and to good practice.
