very concerned with the mix-up whereby the life of a Mr. Samuel Kimani Wachira and that of Mr. John Nderitu Mbugua were put to risk. If you look at the Report, you will find that although a Committee of the House sits with a similar mandate as the High Court of Kenya in terms summoning witnesses, the presentation of a Report is akin to a judgement of a court. You will realise that the House has proposed that these two gentlemen be sufficiently compensated. This is a very unique case in the world. In fact, I do not think there ...

more efficient? One way is computerisation. The other one is retraining of staff so that the nurses who handle those patients are continuously trained such as what happens with the Council of Legal Education where lawyers are updated and trained constantly on certain matters. It is more important for medical staff and doctors to be trained and especially those who work in those particular areas. There have been various other complaints in this Report such as the issue of rape which was not sufficiently proven. There are very many risks and dangers to mothers who have had babies. Many times, ...

Thank you, Hon. Deputy Speaker. This is a very important Motion. All of us here have a police officer taking care of our security. I agree with this Motion. There has to be decent housing for police officers. If you go to most police stations, and especially the areas described here, you will find that police officers live in horrible conditions. The situation gets worse during the rainy season. Most police officers have taken their career as a calling and they do a lot to assist other Kenyans. It is clear that the Government has to make provisions. This House ...

improved living standards, could reduce stress amongst police officers. Also, continuous training while at work will help. We should also ensure that police officers are transferred fairly, so that a new entrant is not posted to the furthest part of the country as those related to influential people are posted to places like Parliament Police Station. Every officer should feel that whatever is happening is fair, and that the police force has reformed. With the promulgation of the Constitution of Kenya, 2010, we have experienced serious developments. The police force has since transformed into the National Police Service. Service is ...

Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to comment on this very important Bill. Last time, Hon. Chege made a personal statement in relation to cyber bullying among other matters and the House said that we should wait for this Bill and pass it. Up to now, hacking is not a crime as such and in fact if you do it for the common good of the people, then it would be deemed proper. I do not think there is anything Hon. Otiende is admitting which is wrong. That just amounts to the truth. When you ...

going to affect several other laws. We have the Penal Code which is very old and by the time it was made, there was no technology as such. Therefore, there are other Acts which are going to be affected such as the Evidence Act. The most important part of an issue, whether it is cyber bullying or any of the cybercrimes, is how you are going to prove it in a court of law and whether we are going to have special courts like the anti-corruption or environment courts. Technology grows on a daily basis. We have to make laws ...
