  • 10 May 2017 in National Assembly: Finally, IRA, among the other financial institutions in this country, has a Bill seeking to put them together so that they have one big regulation. That is the Financial Services Bill. The only exceptions which we have debated quite often are the SACCOs. They could be on their own because they do not quite fit into this regime, though most of them also get insured. Even banks are getting insurance. Temporary Deputy Speaker for giving an opportunity to contribute to this very important Bill on the National Police Service, particularly on compensation of officers injured while on duty or who lose their lives while serving Kenyans. There has been an argument that all the disciplined forces should be treated the same and this has particularly been a very painful experience for an officer who gets injured while at work. Temporary Deputy Speaker for giving an opportunity to contribute to this very important Bill on the National Police Service, particularly on compensation of officers injured while on duty or who lose their lives while serving Kenyans.   • 10 May 2017 in National Assembly: A prison officer can easily be attacked by inmates. A police officer can be attacked even while walking home so long as they are in uniform or if they are walking alone and someone snatches their gun. Their lives in a way are in danger even by having a police car. There are occasions where there are confrontations with the law breakers and you find that a police officer has lost his leg or an arm but compensation becomes very difficult. In fact, it should come up as a form which is statutory under delegated legislation, so that it is specific who should be compensated. Many times, the wrong people are compensated and the family is left out. In the case of the armed forces, it is even more complicated because they have their own system. If you try going through the normal court system, you are issued with court orders and you find that the claims have already been overtaken by events. A lot of times, this is by design.   • 9 May 2017 in National Assembly: I want to pick the issue of beer. The moment you overtax some beers, you open the door for cheap and illicit brews in the country which will damage more youths. Therefore, it is only fair that we tax beer such that it still remains affordable to ordinary Kenyans, so that many young people do not end up consuming cheap beer. This country has a history of deaths due to illicit brews. In fact, in 2013/2014, many Kenyans perished from the consumption of illicit brews.   • 9 May 2017 in National Assembly: I have also seen an increase in PAYE. When I look at it, it takes care of the lower cadre, but it is higher to the high cadre income earners. Therefore, it is a way of balancing, but still Kenyans are being overtaxed. We have to be careful not to overtax Kenyans. There are quite a number of other taxes in this Bill which relate to Islamic banking. The Islamic faith has a specific regime which falls under the Islamic Law on how to deal with money from cooperatives, savings, credit unions, microfinance to normal banking.
