  • 3 Jul 2018 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to add my voice to this matter. Mine will be brief because you have only given us 30 minutes to conclude this debate. I want to speak on the matter of the NLC by supporting the Report of the Departmental Committee on Lands. When we drafted the new Constitution and it was passed in 2010, Kenyans were excited that matters land would now find a solution through the NLC. However, up to today, we have issues with land. The NLC, as the independent body that advises the Government and everyone in ... view
  • 28 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. What the Hon. Member is raising and the Motion we are discussing this afternoon is of very high importance. It is on matters land in this country. Where I come from, issues of land are very sensitive. Therefore, sitting here discussing issues of land with no quorum in the House is improper. There is no quorum in the House. We should not debate this Motion that is so pertinent on matters land in this country. Thank you. view
  • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. With your indulgence, I am getting an opportunity to speak on this touchy Motion on equalisation. I have been sitting here for quite long - the whole afternoon - waiting for this opportunity. I am very proud Member of the Budget and Appropriations Committee this afternoon. We are able to discuss matters that are very close to the hearts of the residents of the 14 counties. Because of time, I will want to shorten my contribution on this matter. Many Members feel that we must have quorum to pass this appropriation Bill on equalisation. ... view
  • 3 May 2018 in National Assembly: The drafters of this Constitution, in Article 204, had counties that were truly marginalised in mind. We cannot sit in this House, this afternoon, and pretend we do not understand or appreciate marginalisation in this country. There are areas in this country that for many years since Independence have not enjoyed the national cake because of one thing, namely, centralisation. I want to concur with the Leader of the Majority Party when he talks about centralisation. These are issues around centralisation. Before the new Constitution, some The electronic version of the Official Hansard Report is for information purposes only. Acertified ... view
  • 3 May 2018 in National Assembly: of these counties could not benefit at all from the centrality or Nairobi at that time. That is why we are saying that the drafters of the Constitution created an Article that will bring these counties at per with the rest of the country. That is why it really hurts. view
  • 3 May 2018 in National Assembly: Two things I would like to say before I end my contribution is first, 20 years is the period mentioned in the Constitution. That was the period the Equalisation Fund is to be with us for. It will be so naïve of this House to trash a policy that was drafted in February 2013 by one Kenyan, Mr. Micah Cheserem, who is renown as the Chairman of the CRA and in his wisdom came up with these 14 counties. We cannot, therefore, imagine and pretend that we do not know that Taita Taveta, Lamu, Turkana and North Eastern counties are ... view

  • 14 Mar 2018 in National Assembly: Asante sana, Mhe.
  • 28 Feb 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I support the Motion on approval of Prof. Hamadi Boga as the Principal Secretary for State Departmnet for Agricultural Research. As I mention a few things about the professor, I thank the President for nominating him. I know the professor personally. He is the first Principal and Vice-Chancellor of Taita Taveta University. I want to submit to this House that Prof. Hamadi Boga is a scholar who has had a 10- year stint at Taita Taveta University and has proven to be a 21st Century leader. This university started at a time when the former ... view
