  • 5 Sep 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I think we can excuse the Minister because he is a bit confused. I have listened to what the Minister has said. These people were confined for about seven days and they were released by the police without being taken to court. This means that the police had been given false information by somebody to arrest them. Would I be in order to request you to redirect this Question to the Minister of State for Provincial Administration and Internal Security, who is sitting here, to institute new investigations into whoever gave ... view

  • 26 Jun 2007 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me this chance to contribute to the Budget Speech by the hon. Minister for Finance. Mr. Deputy Speaker, Sir, first of all, I want to congratulate the Minister for articulating the Government's financial policies and expenditure in this Budget. I think this is one of the best Budget Speeches I have ever heard. There is no point of criticising something for the sake of politics. • 26 Jun 2007 in National Assembly: . I urge the Minister to implement all that he has promised Kenyans. Mr. Deputy Speaker, Sir, I also want to thank the Minister for trying to make sure that the Budget is actually domestically financed through raising capital from the local market and not relying very much on external funding. In the past, we know relying very much on external funding has caused a lot of problems. Mr. Deputy Speaker, Sir, I also want to thank the Minister for the taxation policies which he is trying to bring forward, and especially for not increasing taxation on foodstuffs and other ... view
  • 26 Jun 2007 in National Assembly: Thank you, Mr. Lesrima and Mr. Deputy Speaker, Sir. I was on the Rural Electrification Programme. I am saying that there is a lot of money lying idle with the Kenya Power and Lighting Company. The company has not implemented the project they have collected money from the people for. We are requesting that the Government, and especially the Ministry of Energy, to push the Kenya Power and Lighting Company, so that we can get connected to electricity. Especially, in my constituency, there are over 25 Customer Creation Projects; we have paid money through the Constituencies Development Fund (CDF). People ... view
  • 24 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, if you look at the Question, it is talking about illegalities of a valuation roll that was prepared by Malaba Town Council. I would like to ask the Assistant Minister because an illegality might have been committed although the role was approved by the Council--- Mr. Deputy Speaker, Sir, according to the Valuation Act, some legal requirements were not followed. This has happened in Nairobi City Council (NCC) where the court has ruled a valuation 842 PARLIAMENTARY DEBATES April 24, 2007 roll as null and void. Could the Assistant Minister tell us whether for this valuation ... view
