  • 28 Jan 2009 in National Assembly: Mr. Speaker, Sir, the hon. Minister has said that the retrenchment was supposed to lead to effectiveness and efficiency in delivery of service in the Public Service. Could he tell us the extent to which these intentions were achieved because the Public Service is still losing a lot of money, is inefficient and it is still employing more people? view
  • 28 Jan 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I would also like to thank Mr. Linturi for donating these few minutes to me. For a while I thought that I might not be allowed to give my views on this Motion. view
  • 28 Jan 2009 in National Assembly: Madam Temporary Deputy Speaker, I wholly support this Motion. This is for one simple reason that the tenth Parliament is a very different one from the past Parliaments. The reason why councillors have been paid very little is selfishness. As you notice, many former councillors are Members of this tenth Parliament. The other Parliaments refused to approve better pay for councillors because they were scared of them. • 27 Jan 2009 in National Assembly: (a) whether he is aware that there is a serious shortage of teachers in primary schools in Kimilili Constituency and that the teacher/student ratio now stands at almost 1:70, way beyond the recommended ratio; and, view
  • 27 Jan 2009 in National Assembly: (b) when the Government will employ more teachers to remedy the situation. view
  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister for that answer. However, a number of vacancies have arisen because of either retirement or death and those teachers are not immediately replaced. Could the Assistant Minister confirm to us that, from now henceforth, any district that loses a teacher through death or retirement will get the a replacement without waiting for the general recruitment? view
  • 27 Jan 2009 in National Assembly: Mr. Speaker, Sir, now that the Assistant Minister does agree that the ratio of 1 teacher to 52 pupils is way over what it should be, that means that the teachers are overworked. Is the Assistant Minister satisfied that the current offer for remuneration in three phases is actually adequate to compensate for this kind of overwork to the teachers? view
  • 22 Jan 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. The hon. Member who asked this Questioner asked specifically for the Assistant Minister to confirm how they can confirm pregnancy without a laboratory. I believe the Assistant Minister is also a medical doctor. So, he can inform the hon. Member how he can confirm pregnancy without a laboratory. view
