Mr. Speaker, Sir, I wish to oppose this Motion. First, for almost three days, the Executive has come with us in a Kamukunji patiently showing us the way of consensus building. asked the Minister for Education:- (a) whether he could explain the unauthorized deductions from teachers' pay by Teachers Service Commission (TSC) to insurance companies and hire purchase firms; (b) whether he could explain why it takes inordinately long to forward retiree teachers' files to the Pensions Department for processing of terminal benefits; and, (c) whether a surcharge could be levied against all those responsible for the delays.

Mr. Speaker, Sir, I thank the Assistant Minister for the answer. I know that the Ministry is working very hard but the operative word here is "unauthorized", which means not authorized by the teacher. You have answered that "unauthorized deductions are not allowed." So, you have not told us what is exactly going on. This is a situation where a teacher's salary is deducted either to clear a bank loan or a hire purchase agreement balance. The teacher clears the hire purchase agreement amount, but the deductions continue. Those are not authorized. That is why I am asking what he ...

He said that retirement notices are given two years before retirement. Mr. Chairman, Sir, I beg to move:- THAT, Standing Order No.8 be amended by deleting the full stop at the end and inserting the words "from among members of a party other than the one that sponsored the Speaker, so long as that party is not a coalition with the party that sponsored the Speaker." Is there a cartel that runs from the Police Headquarters to the simple traffic policeman that collects extra-judicial fines, otherwise called bribes, and disseminates the same from down upwards? This cartel is the one that is making the Minister's work difficult. Is it true that this cartel has made the Ministry of Transport's work so difficult that it is unable to control traffic accidents any more?

The good Minister, whom we all know in this House as one of the people on top of his Ministry, might probably be misled by senior officers to believe that drugs have been delivered to health centres. I, for one, know that Ndalu, Tongareni and Naitiri health centres in Kimilili North Constituency, in Bungoma North District, have not received any drug supplies for over six months now.
