We also looked at the role of Commissioners because it was clear that what transpired with the current Commission was that roles were not well delineated between the Secretariat and Commissioners; such that if anything went wrong, the Commissioners had passed it to the Secretariat and vice versa. We went ahead and drafted Bills which emanated from the recommendations of this Committee. I am sure that with time, they will be published and brought to the House for debate and passage so that we can implement them. I urge my colleagues to look carefully at those recommendations and see how effective they could be in improving the electoral system in this country. Kenya is doing well, but the only place we are failing is in elections. We need to clear that so that Kenya can take off to the community of the nations of the world. With those ...

Thank you, Hon. Temporary Deputy Speaker. I had left Parliament, but when I heard this debate on the radio, I quickly came back because it has been close to my heart. Hon. Naomi Shaban has mentioned a lot of things that I would have mentioned. One of them is the issue of education. If we go the direction this Bill suggests, we will be breaching the Constitution. heartfelt condolences to the family of the late Hon. Soita Shitanda, whose maternal home is Bungoma County. Hon. Soita Shitanda was an astute politician and businessman and knew exactly what to do for his constituents to ensure that their economic wellbeing is improved. In fact, Hon. Soita Shitanda goes down in history as one of the Members of Parliament who put the welfare ahead of his own welfare. Hon. Hon. Speaker, I rise to support the Petition by Hon. Kamanda. I know people will wonder but in my constituency, we grow a lot of macadamia. I come from Makhanga Sub-location, Macadamia Village. The onset of this law has visited poverty among the people who grow macadamia in the sense that the returns have fallen so low that right now parents who solely relied on macadamia cannot get school fees for their children. I urge the Committee to quickly look at this Petition, so that we can review the injury that has been visited upon those farmers.
