Is the Member in order to imply that Hon. (Prof.) Nyikal and I do not want Kenyans to receive emergency care? What we have said is that Kenyans should receive emergency care, but there should be fair compensation. That is what we have said.

Thank you, Hon. Speaker. This Statute Law (Miscellaneous Amendments) Bill, 2015 should not have happened, in my view. It is important to note that when we are making laws, we make them for posterity and not for our comfort at the moment. What will happen in future if the moment you are uncomfortable with a particular law you amend it to suit that time? It is also notable that there have been very many miscellaneous amendments in the 11th Parliament. Already we are doing many miscellaneous amendments than we ever did in the 10th Parliament which I was privileged to be a Member of. In the short period that the 11th Parliament has been in existence, we have had to deal with so many miscellaneous amendments, many of which are full of mischief. This is entirely mischievous. Thank you, Hon. Temporary Deputy Chairman. This matter will keep recurring and raising temperatures for no reason. Therefore, by way of paraphrasing what Hon. Wandayi has just said, I would plead that the Committee that reviews the Standing Orders looks at the relevant Standing Orders again to ensure that, if at all we will be going through Presidential Memoranda, we insist that we have the two-thirds majority in the House first. Thank you, Hon. Temporary Deputy Chairman. For once, I will support what the Leader of the Majority Party is saying which is very rare for me. While I support the amendment, we need to realise that this problem is not about Hon. Keynan or Hon. Gumbo. This is a Parliament leadership problem. The HANSARD will bear me out. Sorry to interrupt my good friend Hon. Chepkong’a. Hon. Keynan did not utter falsehoods. So, is the Member in order to suggest that Hon. Keynan uttered falsehoods? Essentially, Hon. Keynan decided that he would go with the Committee to delete that particular clause. So, he did not contest the deletion of that clause. He was in agreement with the deletion of that clause. So, is the Hon. Member in order to imply that Hon. Keynan did not drop the amendment?

Thank you, Hon. Speaker. I did not intend to interrupt the Leader of the Majority Party because what he is prosecuting is very important. However, is he in order to mislead the House because that Commission of Inquiry Act he is referring to was passed in 2010, while the Reports he is talking about were tabled in 2008? The law cannot operate retroactively and I think the Leader of the Majority Party is aware of that.
