On a point of order, hon. Deputy Speaker. This House is guided by the Standing Orders and procedure. As the hon. Member starts debating this Motion, we have not seen her table the Report. She said that she was tabling, but she did not table it.

Thank you, hon. Temporary Deputy Speaker for giving me this chance to also condole with the families of the children that we lost in the Garissa Massacre. Bungoma County lost ten children and of those ten, five are from Tongaren Constituency. Three of them are from one ward. Hon. Temporary Deputy Chairman, I beg to move:- THAT, clause 5 of the Bill be amended in sub-clause (1) by deleting paragraph (c). It talks of the qualifications. I feel that is superfluous. It is already stipulated in the Constitution what the qualifications should be. The Constitution on Article 224 stipulates the qualifications of the Auditor-General. It is superfluous to again purport to be putting on new qualifications where they do not---

Hon. Temporary Deputy Chairman, I would like to support hon. Gumbo‘s suggestion. We have had instances over and over again where we are appointing people based on degree certificates, which have been acquired in a dubious way. When he says ―verifiable‖ it is very important. We are all aware that degrees are being sold out there on the streets.

Hon. Temporary Deputy Chairman, the Chair was trying to make it the way the Cabinet Secretary for the National Treasury presents his Estimates. The Cabinet Secretary, not being a member of the National Assembly, cannot therefore, come here and present anything. He usually comes to the House when we are in the Committee of the whole House. That is what the Chair was trying to recreate, so that we do not have a situation where we tell him to present before the National Assembly, yet he cannot come in to the National Assembly because he is not an elected Member ...
