One of the privileges of Members of this House is the right to gratuity. Somebody went to court and stopped our gratuity in the last Parliament. If that court case is over, we will miss that privilege at the end of this Parliament. So, this Committee also needs to look seriously at that privilege of Members of this House; it should consult with the Parliamentary Service Commission (PSC) and ensure that Members of this House get their rightful gratuity. Speaker, this problem has been pointed out to the House; the Departmental Committee on Health saw this much earlier; indeed, we started our own process of investigating the whole problem and visiting the counties.   • 20 Aug 2014 in National Assembly: The creation of county development boards on which the Member of Parliament will sit will be helpful, because MPs know what is going on in their hospitals. When they sit on that board, they will be able to direct matters in the right direction. Otherwise, the late appointment of hospital boards has also contributed to this. Hospitals have been running without boards. In the course of his talk, he never told us what was in that Report, yet he is the Chair of that Committee. I think the honour is upon him to give all his membership a hearing; that is democracy. Deputy Speaker, the recruitment of the police this last time has been well exemplified by the Chairperson of the Committee, who has a document which he says he will table at the end. He should have tabled it earlier so that people can peruse it as we asking him questions. Underhand deals took place during the police recruitment. I would advise the Chair that when he meets this team they should give him the formula they used to allocate slots to the various communities in this country. I also thank the House for approving my name, that Committee being the first ever Mediation Committee of the Eleventh Parliament which is composed of the two Houses. It was really a humbling experience to rub shoulders with eminent politicians such as Kiraitu Murungi. view
