On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to shower such grand accolades to the Treasury, yet the Treasury is the one responsible for the suffering of these doctors? Is he in order to shower these accolades?

Mr. Temporary Deputy Speaker, Sir, thank you for allowing me to add my voice in thanking the Rt. hon. Prime Minister for that comprehensive Statement. However, I would like the Rt. Hon. Prime Minister to clarify the following: Hydro power dams have been recharged, and yet electricity charges have not gone down. What action is the Government taking to provide enough finances for rehabilitating the infrastructure, especially through the Constituencies Roads Committees, so that they can repair the roads that have been washed off by the rains?

Mr. Temporary Deputy Speaker, Sir, I have listened to the Assistant Minister and what he has been saying. I think it is the saddest story ever told in this Parliament. This is a litany of neglect of the medical profession over the last two decades. It is very sad that the Assistant Minister can stand here and tell us that he is paying a medical doctor Kshs30,000 per month. What is he doing right now? What is he putting on the table for the doctors so that you avert this strike? What is the Ministry putting on the table now?

Mr. Temporary Deputy Speaker, Sir, as you heard from the Assistant Minister’s answer, the medical workers in this country are caught between two Ministries which are hostile to the medical workers; the Office of the Deputy Prime Minister and Ministry of Finance hates them so much that they can pay a doctor Kshs30,000. The Ministry of Medical Service hates them so much that they do not equip the hospitals. The Ministry of Medical Services even sacks them, apart from those ones resigning. Is the Assistant Minister in order to say that he does not know about the case yet this particular doctor is a member of the Kenya Medical Practitioners and Pharmacists Union that he says he is negotiating with? He was the National Assistant Treasurer. He is a member of that union that he is negotiating with. He has told us many times that he is negotiating with them. Mr. Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Under what circumstances was Mr. Alex Matere, the Secretary-General of the Students Organization of Nairobi University (SONU), attacked by four men on 11th November, 2011 at 3.00 a.m.? (b) What steps have the police taken to apprehend and interrogate the suspects, particularly the individual identified by Mr. Matere? (c) What security measures, if any, have been taken to ensure the safety of the victim, who is admitted at the University Health Services sick bay?

Mr. Speaker, Sir, I do not know whether the Assistant Minister is aware that the Chairman of SONU is currently under suspension. I do not know if he is also aware that over the weekend there was an arson attack on Lower State House Road Hostel Room 519 where this student resides, and who had been discharged from the sick bay and was in his room when it was set on fire. The student’s life is actually in danger. Could the Assistant Minister assure this House that he will do everything to ensure that this student gets adequate security?

Mr. Speaker, Sir, in the Assistant Minister’s answer, the investigations have not even revealed the cause of the feuding. Right now, this young man, who is a resident of Kamkuywa, Kimilili Constituency, is a fugitive. He has run away because they burnt his room. He is now in hiding. At that time, Kileleshwa Police Station was seized of the matter, yet they failed to provide him with security until his room was attacked, ransacked and burnt. Could the Assistant Minister assure this House, and the nation at large, that this man’s life is going to be safeguarded from now henceforth?
