  • 9 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, I am a member of the Committee. We interviewed Rev. Kobia. He appeared to us as a very dedicated person. He is somebody who this country can trust to be able to carry out the duties of the JSC. My only contribution here is to ask the public and the media, that when we are vetting candidates for whatever position, it will only be prudent that they actually bring written memoranda or appear before the Committees themselves, rather than using media reports to cast innuendoes and portray people in bad light when it is not proven. ... view

Therefore, one motorcycle had not been stolen. Is it right for the police to shoot to kill suspects even when they are not armed with firearms? view

Could the Assistant Minister also clarify why the deceased was taken to a hospital so far away instead of being taken to Webuye District Hospital? view
  • 3 Aug 2011 in National Assembly: Mr. Speaker, Sir, these issues of insecurity have led to many deaths of grassroots leaders in the sense that the former Mayor of Kitale was shot and killed under unclear circumstances. The former Secretary for KNUT of Trans Nzoia was also killed and his family members injured under very unclear circumstances. We buried him on Saturday. Previously, the Mayor of Bungoma was shot at his house in Mandizini. Up to now, no investigation report has been brought to light and nobody has been arrested for these deaths. Is the Minister in order to mislead the House and the nation that this particular Bill is going to stop a Member from campaigning for another political party? It says very clearly in Cause 14(6) that Sub-sections 5(e) and (f) shall not apply to a Member of a political party in relation to the common objective of a coalition. view

I would like to tell the Minister for Justice, National Cohesion and Constitutional Affairs that we passed The Political Parties Act that we were trying to amend earlier on in the life of this Parliament. Therefore, we have had a chance to live with it, see the faults in it and see how we can correct it.   • 2 Aug 2011 in National Assembly: Despite the various persons who have spoken on this Bill, I have only heard one voice supporting the issue of pre-election coalitions. We must be awake to the fact that pre-election coalitions have been the cause of Government instability in this country. The first pre-election coalition of NARC led to a lot of instability in Government. This means the development that we achieved under NARC could even have been more if we did not have that instability.
