In fact, some of them are groping in darkness not knowing how to control malaria. We talk about maybe coming up with a vaccine, which is a very expensive endeavour. Probably, we can even go on a retreat to look at this, so that we can harmonize and make it very effective.   • 1 Jul 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I think when we are talking about fine- tuning this Bill, it will be important to remember that we have a Malaria Control Act dating back from the colonial days; 1920s which we have virtually just appended on the part of putting up an institute. We need to harmonize that so that that old Act that came in the 1920s synchronizes well with the idea of having an institute. Now, with those challenges coming on, then we need an institute that can actually co-ordinate all these activities of malaria control taking into account the climate change and all those issues that are also encouraging the increase in malaria transmission. The Minister has answered part “b” on increased access for Kenyans who aspire to train in these institutions by saying that he has availed bursaries. This Parliament passed a Motion brought by myself which stated that Higher Education Loans Board (HELB) was going to be empowered to be able to give loans to students in tertiary institutions so that they access education. What has the Minister done so far to ensure that HELB meets these needs? view

We have realised that the cause of death is purely not related to the caning. I wish to thank the Ministry which I have always respected for doing work on time except on this particular project which seems to have had a lot of delay. I would like to confirm to the House that since this Question appeared in the Order Paper before the House went on recess they quickly moved on site and work is ongoing. There is a misleading implication by the Assistant Minister that the delay was occasioned by the use of concrete poles which took time to erect to avoid breakage.
