  • 12 Nov 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to run through a whole list of centres he purports to be soil testing centres when we know them as collection centres and the soils are taken to the central laboratory? The view
  • 12 Nov 2009 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for that observation. It is indeed, a very sad day because, this country is starving and, we cannot produce enough maize for view
  • 12 Nov 2009 in National Assembly: Mr. Deputy Speaker, Sir, I expect the Ministry to have guidelines of each zone, what fertilizer they should use and when. Like right now, in my district, Bungoma North, they should actually be liming the soil to make it less acidic. But this Ministry has got no clue even on the ground, and that is what is happening. That is why I am accusing the Ministry of a crime against humanity. view
  • 10 Nov 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me a chance to contribute to this Bill. I am going to be as brief as possible, just by mentioning a few things. view
  • 10 Nov 2009 in National Assembly: I would like to say, by way of supporting this Bill that as Kenyans, we have been told that inflation is going up, yet when you go out there, the Kenyan does not have much money. We know that inflation is too much money chasing a few goods. So, how come there is inflation and Kenyans do not have too much money? Where is this too much money coming from if it is not through avenues like proceeds of crime and money laundering? view
  • 16 Sep 2009 in National Assembly: asked the Minister of State for provincial Administration and Internal Security:- view
  • 16 Sep 2009 in National Assembly: (a) What criteria was used in the recent recruitment of Administration Police Officers from the National Youth Service (NYS) pool; view
  • 16 Sep 2009 in National Assembly: (b) Whether the criteria used adequately addressed the issue of fair distribution of recruits among all the districts in the country; and, view
  • 16 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, if you look at the breakdown per district, you will find that there seems to be a total variation from district to district without fair distribution of the allocations of the recruits from the National Youth Service (NYS) into the Administration Police (AP). This implies that the recruitment from the NYS results in a skewed recruitment. This means that the recruitment into the NYS itself is faulty. When will the AP and the Police Force stop recruiting from the NYS now that it is not representative of the country’s distribution? view
  • 16 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, now that they have recruited in such a skewed manner to the extent that some districts have many recruits while others have very few recruits, what will the police force do to make sure that the recruitment distribution is equalized following the skewed recruitment? Will they go and recruit per district to equalise the “scenario” that they have created? view
