We could then work on improving the existing Acts of Parliament through amendments. That is the way to go. As Hon. Wamunyinyi said, make a follow-up on the Act, identify the shortcomings and bring some amendments to the Act so that we can actualise it. At the end of the day, as already advised, the question would be: What next? It is a Bill or an Act of Parliament, but it has budgetary provisions.
