Wamunyinyi and Dr. Pukose have just indicated is that upon the advice of your office in the last Parliament… It is good to encourage Members to bring these kinds of Motions. However, we have always advised that Members need to make a follow-up of their Bills and then Acts of Parliament. I was in the Committee on Implementation in the last Parliament and it was very difficult to work some times. You urge, it is passed in Parliament, but then there are no budgetary provisions. advise Members on Motions whose terms have already been covered in certain Acts. We could then work on improving the existing Acts of Parliament through amendments. That is the way to go. As Hon. Wamunyinyi said, make a follow-up on the Act, identify the shortcomings and bring some amendments to the Act so that we can actualise it. At the end of the day, as already advised, the question would be: What next? It is a Bill or an Act of Parliament, but it has budgetary provisions.
