  • 15 Jun 2017 in National Assembly: Part 12B (6) talks of a select committee. It says that if the House sees that there is reason to remove a Speaker from office, it will form a select committee of 11 members. It only talks of 11 Members. It does not talk about the composition of the 11 members. Suppose the 11 Members come from one side of the House? It is important for us to specify the composition of the 11 members. It will be pointless if we are going to have all members coming from one side of the House. It will not be of any ... view
  • 15 Jun 2017 in National Assembly: One of the biggest improvements of these amendments is the inclusion of Standing Order No.44, which says that a Member of Parliament can seek a statement from the chairperson of a committee. That is a very good improvement. We have had issues where we have tried to seek statements from Cabinet Secretaries, which have not been forthcoming. The provision for members of Parliament to seek statements on matters related to the Committee, or on issues affecting their constituencies, is an added advantage. view

  • 15 Jun 2017 in National Assembly: Hon. Deputy Chairman, I support the amendment, but with an intervention. If you look at Standing Order 107(d) and (j), you will find that they are the same. It is a repetition. But I think it is better to have some order in the House. In the past, people have really misbehaved and they were citing some anomalies. Now it is very specific about the disorderly conduct. I support. view

  • 15 Jun 2017 in National Assembly: Hon. Temporary Deputy Speaker, when this thing was being moved, it was said that we are going to amend these Standing Orders for purposes of being used in the next Parliament. We need to have the requisite number of Members of Parliament in the House so that we pass this thing today. So, it is important for us to request you to have the Quorum Bell rung so that we can dispose of this matter. view
  • 15 Jun 2017 in National Assembly: These amendments are in line. In the past, the minority particularly have always questioned the reservations by the President. It gives procedures. When the President brings reservation, we can look at it. It will give it some strength. If they have any reservation, they can bring their report as indicated. It is a better amendment in the Standing Order where the President will not just bring a reservation and it ends as he has brought it. I support. view
  • 15 Jun 2017 in National Assembly: Hon. Deputy Chairman, I beg to move: view
  • 15 Jun 2017 in National Assembly: THAT, the Standing Orders be amended by deleting Standing Order No.155. The amendment seeks to realign Standing Order No.155 with the amendment on Standing Order No.154. view
