16 May 2017 in National Assembly:
Thank you, Hon. Speaker, for giving me this opportunity to air my views and support the President‟s Award Bill. It is important for us to note that, in the past, those awards have not been favouring the youth. It is high time we started thinking about the youth who are very industrious, innovative and deserve to be awarded. Going by what we have seen in the recent past, the youth need to be encouraged and given an opportunity to showcase their innovations and be appreciated. We cannot forget the M-Pesa phenomenon which has been making huge profits for big corporations ...

16 May 2017 in National Assembly:
Clause 3(c) states that the object and purpose of the Bill are to present to young people a balanced, non-competitive programme of voluntary activities which encourage personal discovery and growth, perseverance, responsibility to themselves and service to their community. It is important for us. I want to credit a very young Kenyan named Nicodemus Mwendwa who is currently managing Kenyan football. For the period he has managed football activities in the country, we have seen the strides the Football Kenya Federation has taken. This is a Kenyan who, within just one year, has improved the level of football development in ...

11 May 2017 in National Assembly:
Looking at what has been alluded to by my fellow colleagues, I have a few issues on the composition of the board. It will have few members like the non-executive chairperson appointed by the President. The Chief Executive Officer will be an ex-officio member and the CS, Finance and four other persons with relevant international financial services experience. The composition is good and it will bring a lot of experience and good ideas to the Authority in relation to financial matters.

11 May 2017 in National Assembly:
At the same time, a steering council will be established in the Bill under Clause 19, and the CS, Finance and the Attorney-General will audit the Authority. In the Third Reading, I will approach the concerned Committee and raise amendments because this might bring conflict of interest. The same people in the board will also be in the steering council which will be supposed to audit the board. The steering council is supposed to oversee the Authority. Therefore, it is important for us to ask questions as to whether the CS, Finance and the Attorney-General ought to be in that ...

11 May 2017 in National Assembly:
As indicated by the Mover, this is a very good Bill. Hopefully, by the time we come back for our second term, we will have the Authority in place and the centre will be operational so as to improve the status of our country. With those few remarks, I support the Bill.
