Thank you, Hon. Temporary Deputy Chairman. I want to oppose the amendment to have one commissioner responsible. As Hon. Duale has said, if information leaks, it can be traced. She has rightfully said that it is an administrative measure and I do not think it needs to be in the law. In the National Police Service Commission, one commissioner was away for a while and assuming that the designated commissioner fails to perform because of health issues, what happens? It is an administrative issue and any commissioner can perform that role.

The only problem I have is on your ruling regarding this Motion. As it is now, the Motion is already property of the House. There is a process on how a Motion should end, namely by putting a Question, withdrawing or amending. I am not disputing your ruling. This Motion ought to be withdrawn by the Mover because already there is a law to this effect. That is the process. Secondly, in my Committee, we have made a proposal on the process a Motion should follow to be brought to this House. We had suggested that the Liaison Committee must ...

We had suggested amending the Standing Orders, so that the Liaison Committee can be checking on this. At the same time, the only problem I have is the way we are withdrawing the Motion on the Floor of the House.

It is just a clarification. The Hon. Member of Mathioya alluded to the fact that the formula has lapsed. Somebody may go to court and say that. I tend to agree with him. You have just said that the formula was changed, it might have skipped your attention. Page 63 of the Division of Revenue Bill says that the formula lapsed in 2015 and the second formula for The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

sharing revenue among county governments awaits Parliament’s approval. You had alluded to the fact that Parliament had already approved that formula. He was moving in the right direction and it is important for us to know whether or not the formula for sharing revenue has been approved by Parliament. That statement is found in the Division of Revenue Bill, on Page 63, Item 16 of the Appendix, under the topic ‘Economic Disparities Within and Among Counties and the Need to Remedy Them’ in the fifth last sentence.
