  • 3 Mar 2016 in National Assembly: For us to be guided properly, now that the Question on the further amendment brought by the Chair was put, when we vote “Nay” does it mean it cannot be part of the Bill or what does it mean? We need to understand. view
  • 3 Mar 2016 in National Assembly: I think we need some refresher courses, so that we can get it. view
  • 3 Mar 2016 in National Assembly: The Committee has priority. view
  • 3 Mar 2016 in National Assembly: Hon. Chairlady, it is just a matter of procedure. The Mover of the amendment, Hon. Okoth, wants to move yet the Committee has an amendment on the same. I have been participating so much in this Committee of the whole House and normally, the Committee is given an upper hand in all amendments, so that the Mover can agree with the Committee and drop his amendments. view
  • 3 Mar 2016 in National Assembly: Hon. Chairlady, it happened sometime back when we were in the Committee of the whole House. I come from a constituency where we have a very big market. If you look at the condition of those young boys who carry those bags and the amount of money they are paid, it is right for Parliament to come up with this amendment so that we can protect their health. Much as it affects the county governments--- We have a problem in terms of how we will effect punishment for people ... view
  • 2 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First of all, I want to take this opportunity to oppose this Motion. I am a Member of the Committee on Implementation and the Departmental Committee on Administration and National Security. First, as the Hon. Member for Mavoko had earlier said, issuance of identity cards is a security issues that we need to be very careful about. As we look at issuance of identity cards, we have to, first of all, look at the security aspect of this country. I am saying this because as a Member of the Committee on Implementation, we have ... view
  • 2 Mar 2016 in National Assembly: ordination of National Government. This is the Ministry that has been bestowed with that responsibility. view
