Injendi for taking his time to do research on the Motion he has brought. I totally agree with Hon. Limo who has said--- I am a member of the Committee on Implementation. The reason we find it very difficult to do the implementation aspect of anything that has been brought, including Motions and Executive commitments, is because of the word “urging”. This is because people will come with some flimsy issues claiming that they got married and claim for inheritance yet they do not have certificates. So, this aspect of the regulation will stop the abuse of this institution in future by people who have ill motive. I totally agree with hon. Injendi that this is a very important issue. The Chairperson has elaborated exhaustively the issues that we have, so far, faced as the Committee on Implementation. I totally agree with her. You have always been telling us the importance of this Committee and we have taken up that responsibility to pick up the issues after the mandatory 60 days. The Committee is cohesive. With the help of the State University of New York (SUNY), the Institute of Social Accountability (TISA) and the Office of the Deputy President, we had some retreats and seminars to actualize the implementation of what ... view

As a Committee, we are also thinking of ways that some of the resolutions that are made in Parliament--- The challenge is that the implementing agent is not the national Government. It is particularly the county governments. That is where we are getting a lot of problems regarding the implementation of the functions that have already been devolved. So, basically, we are finding it very difficult.The Cabinet Secretary said that he has communicated this to the respective counties through the forum of the Council of Governors (CoG). But it is up to the counties to undertake and implement those functions. view

• 17 Jun 2015 in National Assembly: As we approach the amendment of some Standing Orders, we will be proposing that if some of these things get your approval, they should be passing through the Liaison Committee. They can be scrutinised and we can get some guidance. Otherwise, we will be resolving most of the resolutions here - which we cannot. For example, we have heard the Senate saying that they have a lot of work that is pending in their tray. These are some of the resolutions that they are supposed to be taking from us.
