  • 4 Mar 2015 in National Assembly: we amend our Standing Orders to allow a Joint Committee sitting between the National Assembly and the Senate? The third issue that came up is this: If we sit as a Joint Committee and we get to the point of voting, how do we conduct the voting? Assume that all the 29 Members of the Committee from the National Assembly are present and we know that the Senate has only seven Senators representing them in the Committee, how would the voting been done? I want to thank the two co-chairpersons for guiding the process. They convinced us that we do ... view
  • 4 Mar 2015 in National Assembly: Any cooperation given to him by the two deputies and any other stakeholder will give us results. When he was asked about issues of command, he said that the police service is a disciplined force and one’s rank does not matter. All you need to do is follow the due process of the command of the police. That is an added advantage to him. He knows that in the disciplined forces, the command channel must be followed irrespective of one’s rank or whether one is small-bodied as he is or big-bodied as you are. He made it very clear that ... view
  • 26 Feb 2015 in National Assembly: Thank you, hon. Speaker. I have heard my colleagues and I do not have anything fresh to contribute to this Motion. Basically, I will just be repeating what my colleagues have just said. So, I rise under Standing Order No.95 to request you to call upon the Mover to reply. view
  • 25 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Unfortunately I was waiting for Order No. 7, but the Clerk-at-the-Table read it out very fast. Two weeks ago, I raised a Question for the Ministry of Sports, Culture and Arts regarding football affairs in the country. The Leader of the Majority Party had indicated on Thursday that the Cabinet Secretary would be answering the question yesterday. Yesterday, the Sports Cabinet, Culture and Arts Secretary (CS) came but there was no venue. The football family has a lot at stake now that the two leagues are on. I do not know what will happen; ... view
  • 25 Feb 2015 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. The Mover has brought a very important Motion. I am the Vice-Chairperson of the Implementation Committee. Some of the problems that we are facing relate to resolutions passed by this House, which cannot be implemented. view
  • 25 Feb 2015 in National Assembly: Hon. Temporary Deputy Speaker, the only problem we have is, assuming the House will resolve--- view
  • 25 Feb 2015 in National Assembly: It is okay, hon. Temporary Deputy Speaker. view
  • 25 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity. First, I want to thank hon. Gumbo for bringing up this Motion. One of the things that we need to start asking ourselves, as we look at this issue, is the reason why it was brought up and taken to the courts. Parliament did not take a lot of interest. This was to an extent that, I am told, lawyers who were representing the Board were not as competent as they should have been. Now I hear some of the Members saying that we are even ready to contribute ... view
  • 25 Feb 2015 in National Assembly: the CDF. Obviously, people will see that Members of Parliament are the ones who directly initiate the programmes. We also need to identify ourselves with the oversight role and stop telling the public that the CDF is under the control of Members of Parliament. When we are called to those “talk shows”, we need to identify what to talk about based on the Act. As far as I am concerned, I am just an overseer of the CDF. I play no active role. In fact, I have never attended any of the CDF meetings in my constituency. The law is ... view
  • 19 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to give my views regarding this very important Bill. view
