I totally agree that money might not be enough. Now that we are in the budget process, we need to assist this office to be given enough money.   • 12 Feb 2015 in National Assembly: My point of order is this: The Standing Order No.209(2), which forms the Committee on Implementation provides that:- “(2) The Committee shall scrutinise the resolutions of the House (including adopted Committee reports), petitions and the undertakings given by the National Executive and examine---” The Committee on Education, Research and Technology has not even brought the report. My only issue is in relation to Clause 29(2)(b) which says an officer of the authority whose area of jurisdiction falls wholly or partly---Assuming they are at the border of counties, who should come? Is it the officer from the other side which has a bigger portion? I wish it was more specific so that we do not have people from both sides claiming to be secretaries at the same time. view
  • 4 Dec 2014 in National Assembly: Thank you. I support that. In my constituency when they were making the new road, so many families suffered out of air pollution. This is because of the dust and other things and there was nobody who was concerned in terms of compensation. I think it is up to that Committee to fasten lead agencies in terms of air pollution.   • 4 Dec 2014 in National Assembly: I want to comment on this Bill. When we started, hon. (Eng.) Gumbo had raised a very fundamental issue, that instead of having so many amendments in a Bill, it would be better to repeal it. Hon. Speaker did also advise that we needed to check our Bills to avoid having so many amendments that sometimes cause confusion. The amendments in this Bill bring out a lot of issues. As I support the Motion, the only question I would like to ask is whether we should look at the gains that the common mwananchi is going to get from an increased debt ceiling. view
  • 4 Dec 2014 in National Assembly: The Mover of the Motion, hon. A.B. Duale, made it very clear that the oversight role that Parliament plays is very important. One of the core functions of this House is to oversee Government programmes. The roles that the various Departmental Committees are going to play, together with the Budget and Appropriations Committee, will ensure that the common mwananchi gains a lot in terms of economic development, even at the very low levels. view
