I want to agree with the Leader of Majority Party. It is high time we also passed some of the benefits to the members of the county assemblies. As we have said, the President has no mandate to do that, it is upon the Sarah Serem Commission. The MCAs have a responsibility just the same way we have them here. They can serve effectively their electorate by being able to mobilize them. It is not an easy thing.

With regard to food security, the President made it very clear that the Jubilee Manifesto says that we are going to do irrigation on so many thousand hectares to increase food security in this country. Hon. Temporary Deputy Speaker, one thing that the President made very clear--- Of course, at his age his perception and the Jubilee Manifesto are about the youth. He made it very clear that this country is ready to help young people start their own enterprises through the 30 per cent allocation. He encouraged the young people to engage themselves actively to earn a living.

Thank you, hon. Temporary Deputy Chairlady. I support hon. Duale’s amendment on this one. Hon. Adan Keynan came to our Committee and he really expressed the desire to have the Cabinet Secretaries included. He mentioned something about the Constitution. I support the amendment as proposed by hon. A.B. Duale.

Thank you, hon. Temporary Deputy Speaker, from the outset, I support the Report, the observations and the recommendations that have been given. The only problem is that as Members of the Committee, and this is from observation, whenever we visit those areas with security issues, we see a lot of laxity from policemen. Even at the banks, they just wait for people to come out and give them money. They just sit there without really taking anything into consideration. individual policemen who did exemplary work. We recommended that they be promoted. This is something we really need to work on. The other bit we dealt with in our Committee is of the terrorists having the plan of the entire area beforehand. They knew where they would make an entry and exit. The laxity we found here is that most of these Government agencies do not have plans of buildings. Even here in Parliament, if you asked the entry and exit points, people would not know because they do not have a plan. That is one of the issues that ...
