• 5 Mar 2014 in National Assembly: As we have indicated, as the Jubilee Government, we want to embrace devolution 100 per cent. Again devolution must be as it has been indicated in the Constitution. As was said earlier, devolution is not about the governors and the counties; it is for us all. It is for all the citizens of this country to advocate for it as it is. view

I am the Vice-Chair of the Implementation Committee and one of the issues that we are finding very difficult as per the resolutions which are passed in this; is the unconstitutionality of some of the issues that we are approving in this Parliament. Makali has said, if you look at the proposal that the Women Representative will be the vice-chair, it later says again that in the first meeting of the county development board, they are going to elect a vice- chair. I think that is a contradiction that we cannot justify. The MCAs will have no right to go and question a governor after implementing something that the MCAs have sat and approved. So, how can the MCAs question a governor for things that they sat and approved? It will be giving leeway for the governors who are being impeached to do whatever they want. I am a Member of the Committee on Administration and National Security and we had an opportunity of listening to Mr. Nyachae of the Commission for the Implementation of the Constitution (CIC), the Police Service Commissioner, the Inspector General (IG) and the Cabinet Secretary for Interior and Coordination of National Government. Deputy Speaker, actually, I wanted to contribute to the National Police Service Commission (Amendment) Bill, but let me say that it is good that we recognize the heroes in this country. Of course, it is not only the freedom fighters but even young children, as hon. Millie has just indicated. She has said that we have some young boys and girls who are doing marvelous things in this country and they need to be recognized. view
• 27 Feb 2014 in National Assembly: The youth who are also doing exemplary work in different fields should also be recognized. I want to mention this young man who came up with the M-Pesa idea. He is one of the people who have come up with a fantastic idea. We need to recognize such a person who has come up with this global idea. view
