In 2006, we had a Kenyan boxer who represented this country in the Commonwealth Games. When the young boxer went for doping tests, he was sent away from the games. It was alleged that he was taking khat. He was told that he could not participate in the games because of consuming khat. He had a bright future in the sport, but it was brought down. I hope the Report by this Committee will ... view
  • 10 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir, for the opportunity. Let me, first of all, take this chance to thank the hon. Bowen for bringing this very timely Motion. First, the issue that he has raised is whether we can bring in new players into power distribution by liberalizing the power industry, and at the same time look into ways of compensation for damage and loss property; for example, at times there is damage electrical items and burning of business premises as a result of problems in power supply. Hon. Temporary Deputy Speaker, Sir, I want to say that as ... view

  • 2 Jul 2013 in National Assembly: I agree that disasters have brought a lot of destruction in this country. Disasters are not just caused by floods. There are other issues like wind, especially within my area of representation. I support the Motion because this country has had a history of not taking serious matters into consideration. Consequently, it becomes an emergency whenever we attend to a situation that has already happened. As the Jubilee Government has indicated in its Manifesto, we need to be a digital people who are prepared for any eventuality. It is quite in order for us to have an institution that will ... view
  • 26 Jun 2013 in National Assembly: On a point of order, hon. Deputy Speaker. Under Standing Order 209 on the Committee on Implementation. I am a Member of that Committee and what my colleague has just said is true. If you look at Standing Order 209 (2), it states in part as follows:- “The Committee shall scrutinize the resolutions of the House (including adopted Committee Reports), petitions and the undertakings given by the National Executive and examine---“ view
  • 26 Jun 2013 in National Assembly: The problem that we are facing is that, just as the Speaker said yesterday, this House passes resolutions but the Government has not given any commitment to implement them. Either there are no budget allocations or it is not that easy to implement view
  • 26 Jun 2013 in National Assembly: Thank you, Madam Deputy Speaker, for giving me this opportunity. I take it to thank the Mover of the Motion for having brought this timely Motion. Also like my brother from Kericho has just said, I also want to take this opportunity to thank Equity Bank because of the good work that they are doing for this bright and needy children all over the country. view
  • 26 Jun 2013 in National Assembly: Thirdly, much as we do not like the media, I would also want to take this opportunity to thank them for occasionally highlighting some of these cases where the needy and bright students are denied an opportunity. Whenever they bring this issue to the media, maybe within a week or so, we find that these children have benefited. Hon. Deputy Speaker, it is a bright idea to have this databank so that we can have some basis where we can collect data. As hon. Wanga had said, it should be compulsory for all the institutions giving bursaries to be compelled ... view
