Speaker, Sir, I rise to support the report by the Budget Committee and more so I take this opportunity to thank the Committee for the contribution and the good work they have done within such a short period. Secondly, I want to thank His Excellency the President, as you have informed the House that he has already assented to the Division of Revenue Bill. This is because the President had said he would adhere to the Constitution. I think he only did that on the basis of what the Act required of him to do. view

Maybe this is just to reiterate and advise the county governments that they should not concentrate so much on what is given by the Central Government but also try and concentrate on how much they can raise through their own local resources. view

  • 11 Jun 2013 in National Assembly: Secondly, improving the Registry Department of the Ministry of Lands will go a long way in trying to solve the issues of people queuing at the Ministry of Lands for information. On the additional allocations to the Constituencies Development Fund (CDF), the CDF has improved the lives of ordinary Kenyans especially on education because over 70 per cent has been going towards education at the constituency level. I was saying that the Public Procurement and Oversight Authority is supposed to save the many millions that have been lost by the Government. I would like to say that the Committee did a very good work in advising and saving the few shillings that we are supposed to save. view

One of the issues that we got from the relevant authorities or Government agencies, especially the Inspector- General of Police and the National Police Service Commission and others is that they are not funded enough to handle the security issue.
