I rise to ask Question 426 of 2021, directed to the Attorney-General: (i) What is the status of payment of compensation for the loss of life which was awarded by a Nakuru Law Court vide Case No.11540F2019 to the family of the late John Munyiri Waikwa of ID No.11474127, who passed on following a tragic road accident at Kikopey, Nakuru County, on 22nd March 2019 after a trailer rammed into a 2NK Sacco matatu, killing all passengers on board? (ii) When will the said compensation be paid to the dependants of the deceased?

In the international market, pricing varies because of various aspects. One of the issues is international oil prices. The prices do play a huge role. Again, we are disturbed to find out that the USA plays a big role in international oil prices yet Organisation of the Petroleum Exporting Countries (OPEC) is the institution that produces millions of barrels of oil. Thank you, Hon. Deputy Speaker. I want your assistance. I asked a Question in February this year directed to the Cabinet Secretary for Transport and Infrastructure. One of the issues was about roads being done by KURRA in my constituency without public participation. That was the essence of the Question. To-date, the practice still continues. They are doing roads without engaging the public. I want the Committee to explain why the Question has not been answered since February this year?

yesterday but, again, they wrote a third letter asking for the meeting to be rescheduled. So, in our Committee meeting tomorrow we have resolved to summon the National Treasury. Two weeks ago, we were to retreat and write a report but, again, the National Treasury failed to show up. But we are done with all the 19 IPPs and all other people involved, including the Ministry. Thank you, Hon. Speaker. I hear you and also what Hon. Ichung’wah has said. On matters audit, my Committee had requested for a special audit on Loiyangalani-Suswa Transmission Line. I am yet to get a report from PIC to understand the outcome of that. As we speak, we still owe some individuals claims amounting to almost Kshs5 billion. We have directed that no money should be paid to that contractor or line until a special audit has been done by the Auditor-General. It took almost seven months or one year for us to get a special audit.
