Like Members who have spoken before me, I would like to say that the way the money is channelled is not beneficial to us who come from other parts of the country. Standing Order No. 122 talks of the procedure of application of a Bill and also the introduction of a Bill into the House. Most of the Bills, including the Roads Bill you are talking about, are introduced to the House by the Leader of the Majority Party. Like you said, when a Bill is read in this House, it is upon the committee to go out and carry out public participation and invite submissions according to Standing Order No.127(3). Leader of the Majority Party to ask the NG-CDF Board to gazette the officers for the other constituencies which have been approved by this House. We have already received some messages from the Kenya Rural Roads Authority (KeRRA) that we need to constitute the KeRRA Boards and it forms parts of the NG-CDF. So, I support. view

I am making reference to Article 108 of the Constitution about the leadership of Parliament both in the National Assembly and the Senate. The Constitution is very clear about the Leader of the Majority Party and the Leader of the Minority Party. What the Constitution talks about in Article 108(2) is about the Leader of the Majority Party and the Leader of the Minority Party in the National Assembly. There is nowhere it states that the Senate should also have these leaders. view
