Deputy Speaker, the Ethics and Antic-Corruption Commission (EACC) needs to be given more powers to enable it prosecute corruption cases because carrying out investigations alone is not enough. The Commission investigates cases but when they forward them to the Office of the Director of Public Prosecutions, they are diluted. As we speak today, it is only 15 per cent of Kenyans who are connected to power. We still have 85 per cent of Kenya’s population unconnected. We need to set up a new board to look into the fertilizer issue. However, I do not think the problem of fertilizers has been caused by the National Cereals and Produce Board because the Board just facilitates the buying of fertilizers. The whole problem lies with the Ministry of Agriculture and the Ministry of Finance. If no money is given to the Board, what will it use to buy the fertilizers?   • 5 Jun 2013 in National Assembly: The idea in this Motion is very good because even as we speak, farmers in my constituency of Marakwet East do not have fertilizers. They are still using manure. Lack of fertilizers has become a very big problem to farmers. At the beginning of this year, we went to the NCPB with some Members of County Assembly from my county. We discussed the matter with the Managing Director with a view to convincing him to take fertilizers to either Kapsowar or Chesoi, in my constituency; but up to now, they have not.
