Hon. Temporary Deputy Chairlady, I support the amendment by the Chair of the Committee. We should be setting precedent. We have seen in many cases people creating positions even for their people who are not qualified in those lines.

We do not expect the CEO of the Kenya National Highways Authority to be a social worker. He should be a civil engineer. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Thank you, Hon. Temporary Deputy Chairlady. There is a point which was raised by Hon. Abdikadir and I hope the Chair got it very well, that it must be chartered public university. I also have an issue with the composition of the Board. What does the Law Society of Kenya (LSK) have to do with Kenya Urban Roads Authority? Transport and Safety Authority (NTSA) instead because it is a roads issue. We should have the NTSA or the Traffic Department of Kenya being part of this. I also want the Chair to clarify what the role of the NTSA is in relation to the traffic police because there is serious confusion on the roads. Thank you, Hon. Speaker for giving me an opportunity to also air my views about the two Petitions by Hon. Gathogo and Hon. Munuve of Mwingi North. The case of the KNH is very serious. A patient was admitted to a highly secure hospital like KNH and unfortunately some fellows went to the hospital and killed him. As we speak, there is a widow and orphans in Mwingi North Constituency because of the loss of their father. These orphans cannot meet their basic requirements. We want the KNH to take up the matter, together with the Departmental Committee on Health, ...

Thank you, Hon. Speaker for giving me this opportunity to add my voice to the Petition by Hon. Shinali. It is a very important Petition, especially at this time when we have very many airlines. There is introduction of low cost airlines across the country. It is good because the people of western Kenya will benefit from those low cost airlines. Given that the roads are not good, those facilities will help them. There is also need to expand those airstrips because some are very risky. There is need to expand them so that there is proper take-off and landing. ...

Thank you, Hon. Temporary Deputy Speaker. I am just concerned. I seek your direction on this Motion given that water is now a devolved function. Is this Motion properly in this House? I heard the Hon. Member for Isiolo County saying that this House has a duty to make sure that, that important facility is taken to our schools. Even in the Constituencies Development Fund (CDF) Act, water was removed because it is among those items which the courts declared unconstitutional. This is because it is under county governments.
