I also want the Chair to clarify what the role of the NTSA is in relation to the traffic police because there is serious confusion on the roads. The case of the KNH is very serious. A patient was admitted to a highly secure hospital like KNH and unfortunately some fellows went to the hospital and killed him. It is a very important Petition, especially at this time when we have very many airlines. There is introduction of low cost airlines across the country. It is good because the people of western Kenya will benefit from those low cost airlines. Given that the roads are not good, those facilities will help them.   • 3 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am just concerned. I seek your direction on this Motion given that water is now a devolved function. Is this Motion properly in this House? I heard the Hon. Member for Isiolo County saying that this House has a duty to make sure that, that important facility is taken to our schools. Even in the Constituencies Development Fund (CDF) Act, water was removed because it is among those items which the courts declared unconstitutional. This is because it is under county governments. view
