Thank you, Hon. Temporary Deputy Chairlady. I support the proposed amendment because I can imagine someone going to Embobut Forest to harvest some limestone or minerals and yet this is a community and national forest and is only fined Kshs200,000. It should be more than what the Chairlady is proposing because that person will make a profit of more than Kshs1 billion.

Thank you, Hon. Temporary Deputy Chairman. I support this amendment only if Hon. Chepkong’a can also define the word “morality” under the interpretation clause. It is a good amendment because we have seen some behaviour coming up. For example, the other day we heard something called “Project X Colour Festivals”. Those are some of the things which this amendment is going to address. It is very important that definitions of words are given under the interpretation clause. If such words are defined well, the amendment is good.

Thank you, Hon. Temporary Deputy Chairman. I want to support the sentiments by hon. Milly. You cannot talk about culture without talking about conservation. On the issue of Kenya Copyright Board (KECOBO), apart from being included in this Bill, we have not seen much about it. We have so many musicians and other Kenyans who have come up with their own knowledge and skills and they are not protected. We have so many musicians who have lost their livelihood because of copyright issues. They do not have any protection from that Board. If, again, KECOBO is re-routed here, we need ...

I heard two Members refer to him as Member for Kiambaa. Hon. Temporary Deputy Speaker, regulating interest rates is important for the small business community in our country. Many people have suffered and have even had their property sold because of the high interest rates. Suppliers have gone to banks with Local Service Order (LSO) and Local Purchase Order (LPO) to get financing facilities. After giving out collateral, you borrow the loan at an interest rate of 10 per cent, but after 10 days, it shoots to 25 per cent. The collateral given to the bank might be your land, ...

Thank you, Hon. Speaker. I rise to support this Bill. It has come to this House at the right time when there are very many Kenyans who are still living in the dark after over 50 years of Independence.

The Bill is good. It is among the constitutional Bills. We are living in a new constitutional dispensation where the Constitution provides for basic services to Kenyans especially lighting. This Bill is going to help very many Kenyans, who in one way or another have been undergoing serious challenges in getting power into their houses and businesses.

Sometime last year, I brought a Motion in this House asking Members of this House to approve connection of electricity to all Kenyans at affordable prices. I am happy that, that was only a Motion. We are now working on an Act of Parliament which will go a long way to assist many Kenyans.
