We have brought many Motions to this House to improve the education sector, and especially touching on school fees. Thank you, Hon. Speaker. I want to support the Report of the Committee on the Approval of the Ratification of the Protocol on Development and Operationalisation of the Standard Gauge Railway (SGR). With the approval of this Protocol and the operationalisation of the SGR, as a country and as the East Africa region, we will achieve integration because the railway will add economic value to this region.

The railway is very important. We have seen that our roads are very congested with many tracks and lorries carrying goods from the Coast all the way to Uganda and other countries in this region. the state of the roads is degraded and the maintenance cost by the Government is high because of overloading by those who are in the transport sector. With the approval of the ratification and having the railway line in place, we will reduce the number of accidents that are caused by trucks, some which travel at night while others are overloaded. For the last 15 years, more than Kshs15 billion has been spent on the development of IFMIS. If a proper audit is done, I am sure we will realise that IFMIS is bigger than the Anglo Leasing scandal or any other financial scandal in this country. I am a software engineer and I want to inform this House that in software development, systems are only developed once in a lifetime. However, it is like IFMIS is developed every year. As we approve this Supplementary Appropriation Budget, there is need for the Auditor-General move to the Treasury with speed and audit the money that the Treasury has been using on IFMIS. As we speak, not all Government agencies are using IFMIS. However, when you ask the officers from the Treasury this question, they tell you that IFMIS is used across the Government ministries, departments and agencies. This is a point we need to look at as a House so that in future, we know what happens if a mediation process fails.
